This is signed only 'Garfield' which may indicate one of the sons of James Garfield, former president. Harry Augustus Garfield (1863-1942) or James Rudolph Garfield (1865-1950), both lawyers and active in public office seem the most likely possibilities. 'Mrs. Garfield' is mentioned in the note. The telegram was sent to to Mary Louise Curtis Bok upon hearing the news of Edward W. Bok's death.
